JOB SUMMARY
The Monitoring, Evaluation and Learning Coordinator (MELC) reports directly to Project Officer and technically to the MEL Specialist. The incumbent receives technical advice from the MEL Specialist. The MEL Coordinator will collaborate with staff, not only at the Project office level, but also across the organization, through the current MEL strategy. The primary roles and responsibilities of the MEL Coordinator are to (a) Support project-level monitoring, evaluation and learning plan, within the RTP Tanzania MEL Strategy, needs and contexts; (b) Support on the monitoring of project activities, participants, and outcomes and support the development of project reports; (c) support program planning at the project level by coordinating appropriate assessments and by ensuring the communication of measurement findings; (d) support program evaluations; and. (e) help the project office utilize the findings in their program planning and decision-making processes. The MEL Coordinator supports the MEL system across the project and plays an active part in the Right To Play MEL community by contributing to the organization’s understanding of its project approaches and outcomes.
PRIMARY RESPONSIBILITIES:
- Supports the data collecflon process related to program progress and program outcomes (35% of Time)
- Coordinates and supports regular monitoring of program outcomes, including yearly outcome assessments.
- Utilizes RTP’s monitoring system to track program outputs (e.g. trainings conducted, number of program participants, etc…).
- Coordinates the required preparations for MEL administrative activities (e.g. supporting on monitoring the department budget, supporting on HR activities involving departmental hiring)
- Coordinates access to. and retrieval of. secondary data (e.g. school records, comm unity-level health statistics, etc.)
- Supports on the revision of measurement tools and plan with the lens of the local context and identifies and communicates risks, challenges, or sensitivities.
- Data storage, analysis and reporting (20% of Time)
- Supports data checking to ensure accuracy in data collection and data entry (e.g. conduct ‘data audits’).
- Supports the analysis of quantitative and qualitative data (e.g. descriptive and inferential analyses, identifying themes and sub-themes, etc.)
- Monitoring and evaluation plan for RTP country’s programs 05% of Time)
- Supports in the review of indicators, measurement plans and MEL tools for relevance and appropriateness within country’s context and proposes revisions as required.
- Supports the development of MEL frameworks for new programs and the tracking of MEL frameworks for existing programs to ensure planning and implementation progresses as needed.
- Supports the planning for baseline, mid-term and final evaluations

- Supports the MEL specialist in training of data collection enumerators (e.g. program supervisors. Head Leaders, and partner staff on data collection tools and processes).

- Develops summary materials and supports the delivery of presentations on MEL findings to staff, partners, beneficiaries, and/or other stakeholders.
- Supporting the development and strengthening of RTP’s MEL Strategy (5% of Time)
- Participates and Support in RTP’s global MEL initiatives as agreed to by the I MEL Specialist.
- Shares MEL preferred practices, lessons learned and other insights with RTP MEL colleagues based on contextual experiences.
- Maintains regular communications with the MEL Specialist.
MINIMUM QUALIFICATIONS (Must have):
- Bachelor’s degree in Statistics/BiostatisticV M & E. or related discipline.
- Experience in Monitoring and Evaluation
- Practical experience waking with social prog rams, preferably with child ren
- Practical experience supporting the implementation of monitoring and evaluation activities and plans
- Experience managing data
- Proven written communication and presentation skills
- Strong analytical and conceptual skills to think and plan strategically and to identify trends
- Ability to work appropriately with a variety of populations and stakeholders.
- A strong working knowledge of issues related to development and humanitarian programming (sport for development, education, community development, refugee, gender equity, inclusion and advocacy).

JOB SUMMARY
The Finance Coordinator reports directly to the Project Officer and technically to the Finance Manager. The incumbent is responsible for providing supports to the Finance Manager in financial administration tasks such as data entry processing transactions, ensuring all transaction supporting documents are complete and property filed and reconciling bank accounts entries. In addition, the incumbent supports the Logistics related functions in the respective project location.
PRIMARY RESPONSIBILITIES:
Accounting (65% of Time)
- Performs three-way match in comparing invoice with purchase order and goods received note before processing any payment.
- Ensures that all documents are complete with the appropriate supporting documents, reviewed and approved before processing for payment
- Reviews transaction-supporting documents to ensure that all are complete and filed accadingly.
- Ensures that all payments are made on time.
- Follows up on bank transactions to ensure all are processed; files hardcopies and generates reports.
- Posts all financial transactions into the RTP Finance System and then imports all data to the Accounting management system.
- Produces monthly bank reconciliation statements and consolidates these in hard copy for review by the Finance Manager.
- Oversees the management of petty cash in the project location including bookkeeping.
- Reviews all petty cash expenditures and replenishment requests when two-thirds of the money is spent.
- Ensures budget follow up and the correct use of all the donor codes.
- Ensures proper filling of all financial documentation for cash and expense management for the duty station.
- Assists in cash planning and forecast for the duty station.
- Ensures the elaboration, maintenance, and reconciliation of cashbooks.
- Prepares financial reports and forecasts.
Financial implementation and management (20% of Time)
- Supports in the Implementation of accounting system and finance function.
- Produces and presents regular financial and written finance reports.

- Ensures restricted funding is ring-fenced and complies with grant conditions.

JOB SUMMARY
The Driver Cum Logistics Assistant reports directly to Project Officer. The main responsibility of the Driver
Cum Logistics Assistant is to provide safe transport services of passengers as required, ensuring that all passengers adhere to safety regulations at all times. The incumbent works closely with the Country Safety and Security Focal Person (CSSFP) and receives technical advice and direction from him/her.
PRIMARY RESPONSIBILITIES:
Driving and vehicle maintenance (80% of Time)
- Provides driving services to staff and other passengers between locations as scheduled by supervisor.
- Interacts with staff/visitors/customers in a professional manner; ensures all policies and procedures are strictly adhered to. ensuring customer satisfaction. Reports customer challenges to supervisor, if necessary.
- Conducts daily checks of the assigned vehicle for proper levels of f uel. motor oil. tire pressure, brakes and water level.
- Performs minor maintenance when necessary.
- Presents vehicle in a clean and tidy manner by ensuring that the vehicle is property maintained and clean at all times by washing both the inside and outside parts of the vehicle.
- Maintains mileage logbook and schedules regular maintenance service with approval from supervisor.
- Maintains all vehicle documents including vehicle registration, insurance, road tax. parking fees, road licenses and others; keeps updated at all times.
- Stocks essential vehicle supplies such as first aid kit and necessary spare parts ready at all times.
- Undertakes errands to and/or from vendors, suppliers and banks as requested by supervisa.

- Assists with purchasing office supplies, stationery and equipment and arranges for repair of office equipment to ensure that the office is in good order within the petty cash limits and according to RTP Policies/Procedures.
- Coordinates with suppliers for the procurement of office supplies and equipment.
MINIMUM QUALIFICATIONS (Must have)

JOB SUMMARY:
The Field Facilitators reports directly to the Project Officer and are responsible for the implementation of Right To Play project activities and providing support and guidance to the community team in using RTP tools in the project location.
PRIMARY RESPONSIBILITIES:
Activity planning and implementation (45% of Time):
- Ensures participation of partners, children/young people and stakeholders in the process of project planning and implementation of the proposed activities.
- Supports Teachers and teachers Trainers and teachers’ networks in developing their activity plans and schedules, encourages their initiatives while ensuring alignment with project proposal, facilitates their activities and reports to the PO.
- Support schools and partners to organizes and conduct special events activities, play days and sports tournaments.
- In coordination with Partners. Teachers. Coaches and Coach Trainers, evaluates events, provides updates of lessons learned and best practices and reports on progress and challenges as they arise.
- Manages the logistical arrangements for training workshops and events.
- Assesses training needs of Teachers. Teachers trainers and Coaches. Junior Leaders, and partners, recommends the suitable intervention and works with them to develop training schedules.
- Organizes and facilitates training workshops conducted by other program staff and participates in the training as required. *
- Facilitates the training sessions conducted by District Education Officials. School quality assurers and other stakeholders, evaluates them and reports to the PO.
- Handles equipment management and distribution in the assigned schools and community.
- Handles advance payments and manages cash used for the activity implementation.
- Follows up on how partners are spending budget received for project implementation in the location and verifies the accuracy of their financial reports and receipts and reports to the PO.
- Assesses needs for facility repairs and upgrades in the community, facilitates the authorized work and ensures that overall work has been completed in accordance with the approved standards.

- Conducts regular field visits with education officials, school’s quality assurers, partners. Teachers Trainers and Coaches to follow up and provide support as needed.
- Participates in workshops/training to partners. Teachers. Coaches and Trainers in the quantitative data collection tods and qualitative monitoring tools and ensures accurate and timely submission of quantitative and qualitative data to RTP team.

Establish and maintain partnerships. (20% of Time):
- Identifies schools and community needs, participates in the selection of partner schools, communities and partners to be included in RTP program in the respective Field.
- Represents RTP in the project location and relevant forums and have regular consultations with local partners, stakeholders and key beneficiaries in the assigned community
Supervision and guidance 00% of Time):
- Work with Quality Assurers to Conducts performance assessment of Teachers. Trainers and Coaches and recommends supportive measured to improve the quality of the program.
- In collaboration and consultation with partners, po and the Training Officer implements a Teacher motivation approach that will be approved by the organization
- Recommends Teachers and Coaches for certification and discuss with the government responsible body about teachers’ certification.
MINIMUM QUALIFICATIONS (must have):
- Bachelor’s degree in Education or any related discipline.
- 3 years’ experience in developing and implementing training sessions some of which should have been in senior level working with NGOs
DESIRED QUALIFICATIONS (Asset to have):
- Experience implementing a development program with local populations in both rural and urban settings.
- Experience in training, leading workshops and teaching.
- Experience with the government education system and curriculum development

JOB SUMMARY:
Reporting to the Program Manager, the Project Officer will be responsible for overseeing project implementation, effective administration of the project, reporting to internal and external contacts/
stakeholders and relationship management with key stakeholders in Kigoma region.
PRIMARY RESPONSIBILITIES:
Project administration (45%)
- Contributes to the formulation of the project strategic plans feeding into the overall country strategic plan.
- Prepares and leads the implementation plan of project activities.
- Guides Field Facilitators on executing the activities.
- Ensures that activities are compliant with RTP methodology and standards.

- Coordinates planning meetings with partners and represents RTP in various platforms.
